The Ministry of Finance, Planning and Economic Development (MoFPED) in collaboration with United Nations Development Programme (UNDP) have finalized the draft 2019 Poverty Status Report (PSR), themed: Jobs, Informality and Poverty in Uganda. This report builds on the previous two reports, in 2012 and 2014 – all under the NDP period, that addressed themselves to Poverty Reduction and the National Development Process; and Structural Change and Poverty Reduction in Uganda respectively.

The 2019 Poverty status Report (PSR) provides an update on the poverty trends and dynamics in Uganda for the last five years. It discusses jobs and informality and their effects on household welfare. This report also dwells on the notion of subsistence agriculture and its effects on structural transformation. The report has benefited from four background papers, namely:

a) Towards a Better Labor Market in Uganda: An analysis of labor markets transitions between 2009 and 2016 (World Bank)

b) The Dynamics of Vulnerabilities in Uganda (EPRC & UNDP)

c) Uganda’s Multi-dimensional Poverty Index: Analytical perspectives (UBoS)

d) Mini Participatory Poverty Assessment Report: A background paper for the 2018 PSR – Jobs, Informality and Poverty Reduction in Uganda (MoFPED)

A National Stakeholders’ validation workshop is taking place today 05th December, 2019 at Fairway Hotel in Kampala. This workshop is purposed to validate the report with a wider spectrum of stakeholders including: Ministries, Departments, Agencies, Development Partners, and the Private Sector. The final report which will also benefit the on-going preparation of the National Development Plan III will be launched after the validation exercise in January 2020.
